To raise war through war meant to plunder the resources of the other side and to use those resources to replenish the consumption of the next step of war. To continue to wage war, one would have to constantly strengthen oneself in the midst of war. As early as the War of Resistance Against Japan, Mao Zedong had put forward the theory of "fighting by war"
