The StarClan did not have a king, nor did they have anyone similar to a leader. They were born in this world and grew up under the protection of the heavens. They were truly blessed by the heavens.

Humans had saints, but the Star Tribe did not. They were born as saints, able to see through the heavens and earth, understand all things, and understand everything
