The boundary between the two residences within the North Luo Country was not that it was closely adjacent, but that it was separated by a large area of masterless land that was not being managed by anyone.

Fighting happened almost every day in the three zones between the prefectures. It was normal for the entire caravan to be ambushed and wiped out.
