The founding emperor of Dali, Duan Siping contacted 37 Wuman tribes in East Yunnan to exterminate the Yang family and established the Dali Kingdom. Its territory was basically the same as that of the Southern Champion Kingdom.

They were divided into eight prefectures, four counties, and four towns.
