A baby or a fool could use the sariras, but ordinary cultivators could not. There was only one reason!

This was because the sariras represented the cultivation heart of the original Buddha. They had no desire and did not have any worldly thoughts! Only a buddhist character, or a pure and flawless soul, like a piece of white paper
