After the water city was illuminated by the white light, the special ability user came to the north side of the bridge. Even the survivors were brought to the buildings near the north side of the bridge to watch the battle between special ability user and the zombies.

The purpose of doing so was to let the survivors know that dealing with zombies was not easy in the special ability user
