It appeared that the designer had taken it easy on the first level.

If all the enemies on the first level were Level 1, newcomers to the Divine Treasury Space would find it impossible to clear the level quickly.

And not being able to clear the level quickly meant there would be many unpredictable factors.

Clearly, this wasn't what the designer intended
