Yao Tiao's proposal had three big plans.

The first is to add 50 new business nets in Hong Kong Island and 100 new business nets in five special economic zones of the Mainland. Among them, the main ones are Shenzhen and Zhuhai, 50 new ones are Shenzhen and 20 new ones are in Zhuhai and 10 new ones are in Xiamen, Shantou and Hainan respectively.
