C29 A New World

"Yes !!!! It's about time it happened!" Ali thought happily as he read the New Bills that had been passed unopposed by the parliament in record time. He had always wanted to see the females in their rightful place - at the feet of the males. Why would anyone want to keep the females outside the house, was a question he never could understand. Looking after the house, birthing children and raising them, giving pleasure to husbands in bed, cooking food - these were a woman's duties. That is why god had brought women; to make man's life beautiful. Man had to show them from time to time who the boss was. For far too long the women had wielded too much power. It was too bad that Raja Ugra Sourabha Raya had been deposed by the unreliable riff-raff. That man had really dared to do what other men had not. He had brought laws that were similar to what the present government had brought. It had taken so many centuries of efforts to make the present laws - for gathering the required support and installing the right men who would support the laws. But, better late than never and so the laws had been passed with a thumping majority. These bills had also received The President's approval almost immediately, something unprecedented in the empire's history. What was even more satisfying was the fact that these Laws had been ratified by the Judiciary, giving them Authenticity. He leaned back in his chair as he settled down to read the Laws.

The New Laws

1. The Empire shall henceforth be known as Sourabha Rajyam after the great and true Shakteya monarch - His Great Divine Highness Emperor Ugra Sourabha Raya.

2. The IPC (Imperial Penal Code) Act 526B of Female Code of Conduct - Duties, Responsibilities and Others.

a. This Act shall henceforth be known as Female Regulation Act 2012. This Law declares that All Females are subordinate to men and shall serve the men in whatever capacity they can. This Law recognizes the supreme right of men over females. All females are henceforth the property of men.

b. All Females shall obey any male over 18 yrs of age. They shall carry out ANY and Every Order given to them by a male 18 yrs and above. This clause of obeying 18 yrs old males shall not apply to the said male's mother, grandmothers and other older females related to him by blood. He shall, however, have the right to order any female, who is not his mother, grandmother, aunt, by blood.

c. All females shall obey Male teachers, Male employers, Male Colleagues, Male Law Enforcement Officers, Male Officials working in any Government/Autonomous/Private Organizations. No female may resist/oppose/retaliate/disobey/fail to carry out a direct order given to by the same.

d. All females shall keep the men pleased in whatever way the men desire, including acts of a sexual nature, even if the said acts are uncomfortable or embarrassing for the female unless they are under 18 years of age.

e. All females shall submit for an inspection carried by a competent officer deputed for the purpose by the Government/Organization. This inspection shall be carried out by the said officer as per the prescribed method laid out in his job description.

f. All females shall be in subordinate positions as the Law recognizes the inability of females to lead. Hence all leadership roles shall be filled by men. This includes posts that require supervision of young males and females in schools, colleges and universities. No female shall be appointed above the post of Assistant Tutor which shall be the lowest Teaching post. A male sub-staff shall be higher in rank than a Female Assistant Tutor. Only a female sub-staff shall be lower in rank than a Female Assistant Tutor.

g. All females desirous of formal instruction, or getting employment, or desirous of appearing in competitive exams or getting married, shall submit their applications through the Head of the Institution to the Officer on Special Duty appointed for the purpose. The said OSD shall scrutinize the applications and decide whether the application can be approved or is to be rejected. The decision of the OSD shall be final and there shall be No Appeal against the decision made by the OSD. This decision is binding on all parties concerned.

The following shall be the hierarchy of the OSDs appointed by the Government:

National OSD

Zonal OSD

Regional OSD

State OSD

District OSD

Mandal OSD

Urban/Rural OSD

The OSD can summon any female applicant to physically appear before him or before a panel of members chosen by him. The said female shall appear without fair for the interview. Any female missing such an interview shall be punished by the OSD as he seems fit.

h. Any female whose application is rejected can appeal for a review till her application is either approved or rejected by the National OSD, after which they said female/s shall be declared Public Property. However, no female under the age of 18 years can be declared a Public Property. In case the declaration is the only option left to the OSD, then the offending female shall be declared Public Property, but no one can enjoy the said underage PP till she comes of age. On that day, the Head of the Institution shall, after obtaining permission from the OSD concerned, strip the said PP in a special assembly held for the purpose.

i. Any female declared public property shall be enjoyed by all males irrespective of age. Such female/s shall be housed in a separate are set aside for such female/s. Any female/s declared as Public Property shall have no dignity, shame, rights.

j. Spanking shall be the common punishment for a female. Only male teachers can administer punishment to female students. The teachers may give any other punishment to female student that they deem fit. This includes stripping the offending female student, either in private or public, parading the said offender naked, all bare public/private spanking.

3. All female students shall strip whenever asked to do so wherever they might be. This includes classrooms, library, laboratory, staff room or any area within the school/college/university premises. All females shall strip before playing any game -indoor or outdoor.

4. Regular medical checkups shall be carried in all organizations periodically by a qualified male doctor only. No female shall be allowed to enter the medical profession. Only male doctors are qualified to treat patients including female patients. Other medical staff assisting the doctors shall be MALE ONLY.

5. Females below 18 years of age can only be stripped or spanked naked. They cannot be 'enjoyed' by anyone till they are of age. However, the male employees are allowed to press the breasts of the offending female if the punishment requires such pressing.

6. Females are allowed to take up only, cooking, cleaning, serving, teaching as professions. All females presently working in any profession other than those mentioned, have to submit an application of approval to the OSD nearest to them. Only those females who have obtained a Certificate of Approval from the OSD can continue in their profession.

Amendments and news rules and regulations will be made from time to time as per the need.

"That should put the women in their rightful place!" he thought, satisfied that things were going in the right direction. He would apply for the post of OSD as soon as the government released the recruitment notification. Then things would really get interesting with a lot of options available to him. He would then show who the boss was truly! He would make the girls squirm! He started getting hard thinking of the things that he would make the girls do.

"So, you mean to tell me that boys of your class teased you in the college bus?" The Principal asked as he stared at the four girls who were standing before him. He was angry that a few worthless females had dared to complain against boys. A female was meant to give pleasure to a boy, not complain against him! These girls had to be shown their proper place.

"They did not 'tease' us sir, they 'harassed' us!" Soukhya said angry that he was trying to play down the issue. The other three girls stood nervously as they listened to Soukhya's words. They had tried to stop her from escalating the matter for fear of retribution from the boys later. It was even more horrible than the actual harassment they had faced that morning. The boys had forced a girl to take TC and leave the college after they had stripped her publicly and paraded her naked all over the village. Unable to bear the disgrace, the family had left the place forever.

"Well, Soukhya, boys tease girls, which is normal. They do not 'harass', which is a strong word. Unless you have strong proof that they 'harassed' as you claim, I will not take this accusation seriously. So, do you have proof?" this should give me a reason to punish them, he thought.

"We four girls are proof enough sir! The boys, especially Aman, were being downright vulgar, touching us inappropriately. He...."

"How did you know he was 'Vulgar' as you claim he was? I have only your word against those boys. Why should I believe you?"

"We are the victims of molestation and harassment, sir." Soukhya was livid that he supported the boys openly.

"Anything else? Okay. Go join the special assembly." he said getting up to follow the College Students Union Representative to the Adi Purusha Auditorium. Victims, bah! He thought as he started thinking of the punishments, he was going to dole out to them. This was going to be entertaining.

Before Soukhya could protest, the other girls stopped her dragging her with them to their class. They were afraid of making the principal angrier as he seemed to be against them.

The whole college, 5739 students and 163 staff were already seated as per their seniority. The Principal held the mike, looking around till there was a pin-drop silence.

"Good morning, students!"

"Good morning, sir!"

"It pains me to announce that there was serious breach of discipline today." Soukhya glanced at the other three girls as if to say, 'look. He has accepted our complaint.' The other girls were not so convinced.

"Four girls came to me this morning claiming that a few boys had 'harassed' them in the college bus. Despite, deep questioning, they could not present valid proof to validate their accusation." he smiled inwardly as he watched the bewildered expressions on the faces of the four girls.

"Since when had he questioned them deeply?" Soukhya thought in confusion, "If biased questioning and trying to brush off their complaint as baseless, could be termed 'deep questioning'!"

"Since, we do not take kindly to a baseless allegation; we have decided to punish those girls for wrongful accusation and defamation." He paused to look at Soukhya who was wide eyed with disbelief. "However, we will give them one more chance to explain themselves clearly before Action is taken against them." this should make them squirm, he thought. "The girls, whose names I will announce now, will come on to the stage and explain their accusation, one by one. Anusha Punyala, BSc. IT, Pravallika Sakhamuri, B.Sc. Math, Ramya Kuchipudi, B.Sc. Genetic Engineering and Soukhya Sattupalli, B.Sc. Physics. Come to the stage!" The girls flushed red with embarrassment when the whole audience turned towards them with accusing eyes. They realized the enormity of the situation as they walked nervously towards the dais. How in the name of heaven were they supposed to explain something that was extremely humiliating in the first place? The injustice of it, the blatant partiality towards the boys, was horrible - notwithstanding the daunting task of having to explain to the whole college about their experience and convince them that it was the boys who were the culprits, not the girls. It was demeaning, demoralizing and humiliating.

"Ramya Kuchipudi of B.Sc. Genetic Engineering will now explain exactly what happened in the bus. Be very clear Ramya about what you say. Think of it as a 50 marks essay question. Explain everything in detail. Am I clear?"

"Yes, Sir!"

"Then start, let us hear about your so called 'harassment'!" He remarked sarcastically.
