Quanping Town was located on the south bank of the river, next to the mountains and rivers. It was a very important town in the north of the Ming Dynasty, built by Emperor Zhong Zong to face off against Da Qi.

Zhang Goudan was from Quanping Town. He was the grandson of the military when the town was built. Zhang Goudan had joined the army when he was only 30 years old
