The Drought Demon could disperse the clouds. Every time it appeared, it would be clear and sunny. No matter if it was a cloud or rain, it would avoid them. As long as the Drought Demon stayed in one place for a day, no one would think of raining. After all, raindrops fell from the dark clouds.
