This glow bore a striking resemblance to the Soulforge Matrix within the Moonfall Sanctuary, and it appeared to be merging with it.

Rings of greenish-black light, like ripples on water, wafted from the dome of the Holy Temple, shrouding the flustered Evil God in their glow.
