C4 Universal Mandate
[Judas] “Please, can you guys kindly go and prepare for me, the court? There will be a hearing in 6 months and I want every court member to be there. Both the members of the Neo-Cosmic Court and the Universal Judges will attend this meeting. It is of paramount importance. Any absence will lead to disastrous punishment for whoever does not attend. Pass my words, and please, go and prepare the court meeting for me. I plan to make my first official Universal mandate then.
[Universal Mandators’] “Yes, our lord. Rest assured, we will prepare the court meeting for you. We will also see to it that there will not be any absences or excuses on that day” The Universal Mandators reply as they bowed and left the Central room.
As they left, Judas went out to meet the elder gods, his siblings in the meditation realm. He intends to teach, and help them learn how to use the book of creation and the book of experiments left by the Creator.

6 months, Meditation realm.
In the meditation realm, all the elder gods were quietly busy reading the books given to them by Judas.
“Who knew creation was this easy? I mean, without the book of experiments, it’s virtually impossible to understand anything. What should I call my race? Walters? Or, should I call them Fairies? Fairies sound good. I will call them ‘Fairies’, and they shall be my first creation. I will give them a bloodline unique to them, by which they can identify one another. It shall be called the Fey bloodline, this will give them the power of Arcane magic. I will also bless your kind with wings to fly, and with a heightened affinity to nature. I will bless you with healing knowledge and with a dynasty who will protect you.” Zhou Pang mumbles to herself, as she writes down her ideas for her fairy race.
“The next race shall be called Sorcerers. They shall be divided into sections; Witches, and Wizards according to their respective gender, A male, shall be called a Wizard, and a female shall be called a Witch. The other shall be called a Magi. A Magi will be anyone blessed with the talent able to combine the martial use of arms(weapons) with the practice of magic. If tempered right, they can become a warrior of unparalleled versatility in weapons and powers alike. The next will be called Arcranists. They shall be the ones with ‘inferior’ bloodline potential, but nevertheless exceptional in magic. With their unique, distinct views and knowledge of magic and tremendous potential..they will need extra care as it often leads them down reckless paths in pursuit of greater powers. In conclusion, all the sorcerers can cast arcane spells. Unlike divine magic, they must all study the arts of spellcraft or have an innate talent for spellcasting as basic knowledge. Arcane magic can be written as arcane spells. Each spell has a unique form that renders written spells incomprehensible to other arcane spellcasters until they decipher its contents hidden within it. Sorcerers can write spells into spellbooks for reference and preparation, and all arcane spellcasters can read scrolls depicting arcane spells. However, arcane magic spells require physical components, almost always in the form of either a reusable book(Spellbook) or extensive materials(Wands, Jewelry, Weapons, and Staffs). They shall have the Arcane Bloodline(Sorcerers), Primal Black bloodline(Elks) ” Zhou Pang writes down excitedly as her eyes were full of expectations.
“Lastly, this last race shall be the Mystic race. They shall be my own race. They shall have heightened telekinesis abilities and arcane powers. Their abilities may vary due to the vast nature of my power. However, due to this, I will make a school for my races. Regardless of the variation, they will all be tempered with a high level of care and precision in both arcane magic arts, telekinetic arts, and martial arts(weapon mastery). Their bloodline shall be called the Zhou bloodline, and they shall be for me a royal dynasty called the Zhou Dynasty. This being said, I will name my realm the Telenom Realm. This will be the home of the Mystic race, the Sorcerers race, the Elk race, and the Fairy race.” Zhou Pang thinks to herself as she writes down these things with a fiery passion in her heart.
“Hmm, what should I make? I don’t even know what to make. Think, think Ecclesia, you are the elder goddess of time, this shouldn’t be difficult at all. Oh! I know, I will make a race after me. Since my name is Ecclesia Krohnosia, I will name my race Corinth. Collectively, they shall be known as the Corinthians. Like me, I will bless them with the ability to control a certain portion of time, and I will make for them a school where they will all be carefully taught the dangers, and abilities of time control. That being said, they will be for me a sacred sect called Krohnosia. It shall be for me an invincible realm. No one except for me shall know the location of this place. I will make it in a sacred chamber unknown to many. Kronosia will be located in the ‘Boundless Realm’. This realm is always moving, so no one really knows where it is except for Ecclesia and The Creator for now. It is in the middle of nowhere and is surrounded by nothing. Time has no influence in this realm, but rather, this realm can influence the flow, and movement of time.
I will make large planets in this realm, many of which are inhabitable for now. They are all covered in a weird fluid, never peculiar in color but always making movements that form unknown signs and symbols of different colors. These fluids shall be the defense mechanism of the planets. In the middle, there is a super planet called Corinth. The plant of Corinth shall be my home, and the headquarters of the Corinthians. This is where I will make my city Kronos. It is also the sacred ancestral city of the Corinthians. I also make schools in which the people of Corinth will learn to use their powers. That being said, I will call the school Tempus Infinitum. Tempus, for short. It shall specialize in time control but also teach martial arts and normal education. I will also create for me an army that will be responsible to do their ‘reasonable service’ unto their people. Unfortunately, I may barely have time to be actively involved in the affairs of my people. So I will make a dynasty to watch, guide, and rule over them. They shall be called Krohnosian Dynasty. The Krohnosian dynasty will be founded on my planet, Corinth. This way, it would be easier for me to oversee them. In conclusion, Their bloodline shall be called the Kronos bloodline which will grant, and strengthen their affinity to control time to greater extents.” Ecclesia says happily in her head as she writes down her ideas.
“Since I am strong and agile, I will make a race similar to me. They shall be called the Samonians. Like me, they shall be granted stronger natural physic. They shall also be fast. I granted them the ability to grow to a certain height, increasing both strength and speed to a certain level. The name of their bloodline shall be called the Samson bloodline, after me, their Sovereign god. I will make them into a sacred dynasty called the Samdon dynasty. I will make a realm similar to the Infinite Wilderness. I shall name it the Primordial realm. This shall be both their ancestral home, and mine. I will make a school called the Samdin School which will teach martial arts made by me and it will also teach martial weaponry. These are sufficient for me” Samson whispered to himself with a satisfied tone.
“My goals aren’t limited to a sect, dynasty, or planet. I am the Sacred Divider, the balance of the universe. I want to work hard enough to the peak! That being said, I will make no race or kingdom for now. I will focus on my own path, and cross the bridge when the time comes for me to make a sect when the time comes. As for now, I will roam the universe alone and train until I have reached the top.” Nepha says to himself with a determined face.
“I am the elder god of Wisdom. Of what use would it be for me to make a sect and a kingdom? Wisdom can be acquired, and since I will not always be present, I will not make a school for myself. I would rather train disciples, as I see fit. As for the rest, they have little to no effect on me” Thoth thinks to himself with a dignified expression on his face.
“ I am the elder goddess of Death and the sovereign elder god of the Demon race. I already have a kingdom and a palace. Making my own bloodline will only make things worse for me. That being said, I will make disciples out of the demon race and make magic arts that will teach them to stimulate the power of death. This is sufficient for me” Ranná wrote in her notebook.
“I will make a race for myself, but they will be used as an army to ONLY protect the city of Malak. Every Other thing is futile for me, as I am the protector of Malak. I will make sacred scripts to teach them how to use their Verdant bloodline. For with it, shall they be able to identify one another? It will also grant them heightened use of Ether. They shall be called the Vistige race” Montero says to himself.
“Finally, it's time to make dad pay. He will soon know the cost of His actions. I will make for myself a race called the Devourers. They will have the Nanite Bloodline. This bloodline will allow them to devour, and use the power, life, and energy of other races. In exchange, it will strengthen their power. I will make a kingdom, and I will be Lord over them. They shall be my people, and I will watch over them. In addition, I will grant them the power of deception. As the elder god of devouring and deception, it is only natural that I make them in my likeness. That being said, I will give them sacred scripts made by me to train them in the way of devouring and deception. I will also make a school that specializes in martial arts and stealth. With this, I can make an army as swift and crafty as assassins. Haha, those filthy heirs will never even see them coming" Judas laughs in his heart.
"Yes! Now I know what I was doing wrong...Wow, thanks, dad. Now, I can finally make my own special bloodline and race.
First of all, I will start with my Hybrid race. Hybrids are 'creatures' with more than one bloodline and features. Oh, I can do even better. Instead of making these races, I'll make a new rule that allows two or more Bloodlines to exist within a being. Yes, that's much wiser. It will save time and energy. I will be known as the elder goddess of life and the mother of all Tribrids and Hybrids. That being said, I will make a race unique enough to carry multiple Bloodlines in them. They shall be called Brids. I will send them out to go learn the ways of the universe. They will integrate with sects, clans, and dynasties. In which they will learn, grow, and procreate. I will never forcefully control them as the Creator Himself never did to anyone. I will follow in His footsteps and guide my 'children'. I will also grant them the ability to combine and use the powers of their parents. Be it Demon arts or Titan arts, they will be able to practice them all and use them. I know they will be 'overpowered' so I will make their chances of reproduction a little bit lower than the Human race. These are enough for me, I am satisfied" Nema says to herself as she gets started on her ideas.

.In the middle of a court case, a blinding light bursts out and covers the whole courtroom. A figure covered in this blinding light could be seen vaguely. This figure was Solomon. Having gotten everyone's attention, Solomon says “Who is your leader?” as he looks at the congregation in front of him.
An extremely tall figure with white wings exuding glory, seated in the middle six other thrones of clouds said“I am, my name is Almata. Can I get the honor to know who your majesty is?” Almata said calmly.
“Do not be afraid, I am Solomon the Divine Envoy of the reigning lord Judas. Hear his decree, six months are allotted to you, and your members to prepare for a meeting. The lord at the end of six months will give his first universal mandate himself. That being said, there will be no absences on that day. Failure to attend this meeting will result in disastrous punishments. Do not say I didn't warn you, these are the words of Lord Judas.” As he finished speaking, his figure gradually disappeared into nothingness.
Still, in shock and daze, Almata shouts at the rest to withdraw their attention “You heard the man. Pass down my orders, every member in the universe must prepare for this day. Everything scheduled for the sixth month from now must be canceled. I do not care how much we lose, it's just for a month. The most important thing is for us to use that last month to prepare. Any member that fails to attend this meeting will not only be punished, but their background, and family will suffer the consequences also. Does any universal judge have any objection to what I have said?” Almata said in a dignified manner.
“No, I don’t. Seeing that Lord Judas will be coming here himself, your order isn’t too harsh. Therefore, I support it.” Sarah, the ancestor Demon Judge of Hades says to Almata.
“No, I have nothing to say. I support your proposal” Tryon, the ancestor of the Dragon Race replies to Almata.
“What you said is cautionary, fair, and just...I support your proposal” Sephirah, the ancestor of the Phoenix Race says.
“Although I do not like the fact that people's families and the background will also suffer the consequences, I support it. This meeting is of paramount importance, no one should dare to be disrespectful to the reigning Lord.” Adam, the Ancestor of the Human race says calmly.
“In life, the strong will always rule the weak. Dragons will never dine with commoners. This is the grace of Lord Judas, we must all show courtesy and attend. I support it” Sun Wukain, the Millennial Head of Martial Arts softly to the congregation of judges.
“I will not talk much, but I support your proposal Almata” Zuro, the master of elements said.
“Since this is so, pass down this order to every staff, and member of the universal court!” Almata says domineeringly.

“Tyson, did you hear from the Universal Court? There will be a meeting six months from now. All plans scheduled must be canceled or postponed. From what I heard, this meeting is extremely important. Failure to comply with this will lead to Havens wrath. I heard Lord Judas, the reigning elder god himself will be there to give his first universal mandate! How dreadful is it? I also heard that the portals to the universal court across the universe will be opened on the sixth month to allow swift access to the meeting. Everyone must arrive before the first day of the sixth month.” A staff member says to Clamour, another staff member.
“No, I didn’t but I will definitely be there for it. Let’s go and tell the others immediately before they suffer grievous punishments!” Clamour says with great urgency in his voice.

In the Universal Court, the announcement hall was filled. On the podium, 12 thrones could be seen. These thrones were divided into 3 layers. On the highest level, 1 throne was placed there. This is the seat of Lord Judas. On the second layer, 4 thrones could be seen. These were the thrones of the Ne-Cosmic Judges, the Universal Mandators. On the last layer, 7 thrones were placed there. These thrones belonged to the Universal Judges. Below the podium were seats for the congregation.
Left to right, the heads of hundreds of thousands of people could be seen. A sea of people from different races, sects, and dynasties could be seen. Kings, Queens, Patriarchs, Ancestors, and Hades Judges could be seen seated amongst the congregation. Thunders of different conversations could be heard everywhere.
3 hours later, in the announcement hall.
A terrifyingly loud and majestic voice could be heard. “ALL RISE! I present to you his majesty, Lord Judas” Solomon announces to the congregation.
At the words of Solomon, all the congregation stands up in honor of his majesty, Lord Judas. This is a figure many many will never get to see in their lives. He is literally standing at the peak of the universe. His words are enough to split planets and render dynasties asunder. Such a terrifying figure he is.
At the announcement of Solomon, Lord Judas arrives and takes his seat. On his throne, the whole congregation looked in marvel as though they had seen a universal wonder. Lord Judas medium-sized, not too tall nor short. He wore a crown made of pure Universal essence! How dreadful! He wore a violet garment that covered his whole body. Stars could be seen shining inside a golden sash that ran across his body. He had black hair that ran to his shoulders. A very handsome face with sharp jawlines. He had alluring vibrant cyan eyes that seemed to look through the whole congregation.
“I present to you, the ancient, Neo-Cosmic Judges” Solomon announces shortly after Lord Judas sat on his throne.
After the announcement, the congregation became rowdy as they looked desperately to see these figures. The 4 Neo-Cosmic Judges are figures not even the elder gods are allowed to know or befriend even if they tried. Although the elder gods have met them on multiple occasions, they have never dared to ask the names or races of the Universal mandators. Neither have any of the elder gods ever dared to command any of these 4 figures. This is how lofty their figures are. Like Nepha, they wore hooded robes that covered their whole body. Their robes were a wonder, as planets, stars, asteroid belts, and more starry wonders could be seen displayed live on their garments. Shooting stars could be seen falling, planets could be seen rotating, and so on.
After Solomon's announcements, 4 Ne-Cosmic Judges, the Universal Mandators appeared out of thin air and also took their seats. Their presence collectively exuded a mysterious feeling in the hearts of onlookers. This alone made them avoid trying to see the faces of these figures.
“Lastly, I present to you the Universal judges. His majesty, Almata. Head of the Universal court and the Universal Titan Angel Monarch. Her majesty, Sarah. Vice head of the Universal court, ancestor of the Demon, and head judge of Hades. His majesty, Tyron. Universal court member and ancestor of the Dragon Race. Her majesty, Sephirah. Universal court member and ancestor of the Phoenix Race. His majesty, Adam. Universal court member and ancestor of the Human Race. Her majesty, Sun Wukain. Universal Court member and Millennial Head of Martial Arts. His majesty, Zuro. Universal Court member and Master of elements.” Solomon announced to the congregation.
Shortly after, the 7 universal judges followed suit and took their seats on their respective thrones.
Not long after, the Lord Judas looks at the congregation and asks them to kindly sit down. Obediently, everyone in the congregation seats down on their seats not daring to be prideful.
“Court Adjourn! Thank you all for coming to meet me today. Today is the day I will be giving my first mandate since my reign. My father, the Creator has stepped down as you all probably know by now. He is planning to make His bloodline. That being said, I intend to make my first official decree. These people will be called ‘heirs’ When they are born, a wonder will happen in the universe, all the major 7 suns and moons across the whole Neo-Cosmos will align themselves in a straight line and the stars will make constellations unique to the individual. This event will occur in a week's span. This week shall be called the ‘Blessed Week’. When this ‘Blessed Week’ starts, I plan to make a reward system. Anyone, Kingdom, Dynasty, or Sect that kills any of these heirs will be awarded gifts directly from the Universal Court. That being said, all of you should return to your various homes and make this announcement. Prepare your armies because this event will be called the Great Bleaching. Until when the elder gods and I have made our own civilizations. So until I say otherwise, no one will make any moves, Okay? This is my first decree..” Judas says to the court members.
After Lord Judas made his decree, he looked across the congregation briefly before he said “Neo-Court, you are dismissed. Court Dismiss”
After that, the whole congregation stands up and bows in symphony. Shortly after, Lord Judas, Solomon, and universal mandators vanished in thin air leaving only empty thrones. Shortly after the whole announcement hall was filled with shock and thunderous voices as they started discussing with one another.
“On the behalf of the Universal court, I thank you all for attending this meeting today. There are refreshments on your left and right by the walls. Feel free to help yourselves. Do not forget what Lord Judas said, you are dismissed.” Almata said with a majestic voice as he and the other 6 remaining judges left the announcement room.
